usage, in Pictools.properties: frame.toprow = /library/frametitle.php
Draws the title bar for a picture frame page. The bar has logo, title, and navigation buttons. See framekeys for a description of how the buttons work.
Frame.php sets page.toprow to frame.top. Note that frames do not have a dirbar.
